Failing to apply it for the purposes of resisting being drawn into a "struggle confidence scheme" means that your priorities never get addressed because you are always "majoring in the minors", mostly based on what is attractive to your emotions.
In the context of the 1 to 63 ratio between the "VALUE" of Rodney King's life (as expressed by the police, and, of course King was not killed) contrasted with the lives that were lost in 1992 as people chose to use the acquittal of the police who beat King as the catalyst for their anarchy - this situation requires that some force with INCUMBENCY over the community to weigh the potential consequences of allowing this situation to blaze up and thus they tell the masses "RIOTS ARE NOT THE ANSWER". Indeed they kill people and destroy property -- just as a state sanctioned war does.
