Between the two hypothetical situations itemized above - the application of EFFECTIVE GOVERNANCE and REGULATORY CONTROL in both..................Which would allow Black people to develop and maintain an ecosystem in which more people in our community would have the opportunity to occupy stable residences in the context of the prosperity that comes from the ORGANIC PRODUCTIVITY of WELL GOVERNED INSTITUTIONS who's INTEGRITY can't be compromised for marginal, transaction, opportunist benefit??
