One day a amazing confluence of events occurs in your community.  The people who had previously allowed you to fend for yourself against the resident Street Pirates are now descending into your community expressing outrage that "Someone got their ass kicked" - a mere block down from where you got your ass kicked just two years ago.   As they walk past the several "Telephone pole memorials" to report on this new incident you feel used - as if your own "ass kicking" was not worthy.  

In their press conferences and televised protests against "Street Pirate Intolerance" you hear them say "THIS IS A VERY VIOLENT COMMUNITY AND WE INTEND TO MAKE IT STOP!!".  This tells you that they KNOW that it was violent all along but they needed the catalyst of an EXTERNAL INDICTMENT for them to rally the troops in the struggle for 'Social Justice'.
