The Joint Center Says Its The REPUBLICANS Who Are "Neglecting Black Communities" As They Gain More Power In Southern State Legislatures

ATLANTA — Black lawmakers have lost clout in Southern state capitols as their overwhelming allegiance to the Democratic Party has left them without power in increasingly GOP-controlled state legislatures.......Since conservative whites control all the power in the region, they are enacting legislation both neglectful of the needs of African Americans and other communities of color ...” writes senior research associate David Bositis (Of  of the left leaning "Joint Center For Political And Economic Studies")  in a paper titled “Resegregation in Southern Politics?” The Washington-based think tank conducts research and policy analysis, particularly on issues that affect blacks and people of color.
Bositis points out state legislatures are increasingly divided along racial lines — making Republican synonymous with whites and Democrat and black interchangeable. According to the report, a majority of Democrats in both chambers in Alabama, Georgia and Mississippi are black. In half of the southern state legislative chambers, blacks are a majority or near-majority of Democratic members.
“This begs the question, ‘what is the purpose of having a legislative black caucus when the majority of members in your legislative body are black?’” the report says.
It’s a phenomenon unique to the South, as a majority of black state lawmakers serving in legislative bodies outside of the region belong to the party in charge, the report says.


ANALYSIS
(Has Their "Mission" worked WITHIN The Black Community?)

Have you heard anything out of the "Joint Center" in relation to the "crash and burn" of many "Mission Accomplished Cities" like Newark, Detroit, Camden?  

What about the WIN in the areas that they have driven for - Progressive Politics - but the resulting LOSS in the areas that Black people first entered into politics to obtain?


  • Quality Education?
  • Safe Streets?
  • Thriving Local Economies?
The problem with "The Joint Center" is the same problem with so many other "Black Racial Services Machine" elements  - they speak from the perspective as PROGRESSIVES.    

When a Progressive machine is "ATTENTIVE" to the Black community as it applies "Progressive Public Policy" yet the local ecosystem fails Black people - there is no "benign neglect" in the minds of The Joint Center.   In this case - there is a need for "progressive public policy" to take root at the higher rungs of government in the state and federal governments.

However when a Conservative machine takes over a given area and they implement policies that are in line with their ideological preferences the Joint Center, who sees "Progressive Public Policy' as the measure of their idea of "good public policy" is made to believe that "BENIGN NEGLECT" has been transacted upon the Black Community.   The community that sits outside of the reigns of power now that so many of their former White Democratic coalition members have switched to the Republican Party as "change" has taken over the state.

The flaw of the outlook of "The Joint Center" is that they are stuck upon a METHODOLOGY while being too blinded to look at the EFFECTIVE RESULTS for the benefit of the Black community where these favorable policies are implemented and must stand on it own.   As creatures of their "Fish Don't Know He Wet" think tank and collaborative groups - they are more inclined to practice the same phenomenon that I call "Keep Your Enemy On Trial So You Never Have To Indict Your Own Friends".  As such they never feel obliged to express any sort of distinction between their ideology/methodology AND the discrete "Permanent Interests" of the Black Community.   

As I monitor the various message streams that are constantly blasted out to the Black community, attempting to mold and maintain our "conscious attention" - when it comes to standing besides the "orphaned baby named 'Failure' " that they produced we have either spin and diversion by which they shift the indictment higher as a means of keeping Black people "struggling" OR they simply don't talk about it at all.    As a result any Black person that does not have a model of the real world with any type of fidelity never hear a transparent "root cause analysis" of the FAILURE of what they were compelled to invest in.  As a result they are left vulnerable for the further manipulation by these operative groups who are driving an IDEOLOGY rather than EFFECTIVENESS BY THE NECESSARY MEANS.

The Black community, who's governance is structure as it is today, has no free standing entity that drives to speak out for our "Permanent Interests" - separate and distinct from ideology and party.   "Independence" is not the primary measure of this.   It is a will to put the mantra of "Unbought and Unsold" into play - putting the "constructive feedback" that the data sets that we receive constantly as their GPS coordinates which indicate their actual position with reference to "the plan".   When there is knowledge that the heading is astray they are willing to speak out and demand corrective change.

What we have today is a "congregational conspiracy".   The large crowd of Black people standing by the side of the forces that dominate the Black Community's "Development Consciousness" serve as referential PROOF that they are heading in the right way because of the "affirmation" that they hear from the crowd.  What the rank & file fail to see is that operative entities like MSNBC merely dangle "red meat" in front of the Progressive's eyes - ridiculing and running satire against the ideological enemy while only criticizing "the friend" when he strays outside of the "Progressive Rut" that has been worn in the road.   

I have been monitoring various news outlets to see how they handled the impending collapse of the City of Detroit and its  1,000 head count layoffs.   Indeed their is "reporting" on this in some venues.  The "opinion and analysis", however ranges from the focus on Mayor Bing's strategy forward OR the issuance of labels upon the past:  "incompetence, mismanagement, moral failure".    Unlike with a conservative on stage, however, none of these progressive-leaning Black content providers dared to put PROGRESSIVISM itself on trial - asking IF this is an effective METHODOLOGY when it is "left all alone"?  When it needs to produce organic benefit to the people who erected it into power.   

The "investors" under the Progressive rule are demanding jobs, quality schools, safe streets - all leading to economic stability from which they can acquire a high standard of living, including health care.
What good is it then if "Progressivism" WINS but the Permanent Interests of the Black community are lost?

My point is NOT to argue that "Conservatism would change everything".   My argument IS that "YOUR DRUG" that you have pushed upon Black people has failed when it must transition from making perpetual indictments against a threatening external force over to a full encompassing platform upon which all of our community human resources are compelled to attach their repetitive tasks in alignment with a broad community goal.

Today this consciousness has been hijacked.  The Black Community Development Consciousness has been fused to "Progressivism" as a methodology and the Democratic Party as a vehicle.  In this consciousness the only alternative is the Republican Party.

In a broader Black Consciousness, however, the clear alternative is reforming and architecting a new governance order WITHIN.  





Point Of Evidence Analysis
The latest NBC-Wall Street Journal poll, for example, shows 91percent of African Americans approve of the job President Obama is doing.
The PRESENT standing of Black people in Virginia in relation to their "Permanent Interests" is ultimately irrelevant.  They see themselves as engaged in a battle against a defined enemy.  They believe that they are "insulted" and "attacked" by what this enemy does to slight them than what "their friends in power" having received the INVESTMENT of their "Equal Black Ballots" have failed to do.


We must understand that Blacks "Support For Obama" has NOTHING to do with their present standing and/or their intention of protecting their "Return On Investment" of their "Equal Black Ballot" in line with it as the tool for their "Black Community Development Consciousness".

When I point out that MSNBC's Chris Matthews glosses over Black people's approval of Obama and proclaims that the White support below 40% is proof of RACISM - I make note that Matthews and other operatives are quite pleased that Black people have abstracted their opinions from their standing so much.
If RACISM is an unsavory distortion that must be eradicated then so is "faux racial loyalty" that causes Black people to dispense of the protection of our permanent interests as "Embedded Confidence Men" inject claims of RACISM as a means of having us to put aside our "Permanent Interests" in a defensive posture that works as such.



The picture in the recent "Jet Magazine" on the left is intended to have the very same effect that the picture in the "Public Education For Black Males" report was supposed to do:   Compel Black People To Remain "CONGREGATIONALLY UNIFIED" without paying adequate attention to the INSTITUTIONAL GOVERNANCE that will allow our community to actually obtain what the propaganda proclaims we will achieve if we "Stay United and Excited".

A few weeks ago film producer Mario Van Peebles commented that "young Black kids in school see Obama as president and are inspired so much that they are forced to lift their sights on how high they can actually achieve.  They now see that they can get to the top".

As a person who is a "business analyst" these words made by Van Peebles has ZERO content regarding the institutional governance requirements necessary to allow these individuals to matriculate from where they are at present, upward to a point where he is proven true as the aggregate group of young Black people have their academic results shifted 2 standard deviations upward.  The mere increase in more "competent Black people" would forge the past "Civil Rights Protections" into measurable gains.

Unfortunately the performance of the balance of Black majority schools at present provides little evidence that our future 30 years from now when they are our "adults" will be much different than we are today.  This is not a fatalistic description of our future on MY PART.  This is a sober analysis that these institutions and all of the human resources contained within must be governed in line with this higher vision or the proof of our continued misalignment will be this fateful outcome.

The use of propaganda allows the consumers to "feel good" and has a disarming effect against their inclination to provide critical analysis against the establishment power as they protest its waywardness.
