The real story of this is how little "punishment" against the leadership that has brought the particular cities where they presently stand (when political/ideological choice and preference played a part). For some of these places instead of reforming themselves they now turn to the federal government to make them whole, ensuring that they do to the central government what their theories have done to the local government - prove that they are inviable as an operating concern and worthy of insolvency.
