This is not the most relevant point.
Lost upon most people will be their study of the reasons WHY the same people who's ancestors migrated INTO the city because it provided OPPORTUNITIES are now leaving these same boundaries.
In the world of racially gerrymandered districts in support of the Voting Rights Act, however - these formal municipal boundaries mean nothing.
You see there is actually disrespect shown to the Black people who used their free will to MOVE away from the "Progressive Utopia" in pursuit of a location were there family's "permanent interests" are actually delivered upon. As new district lines are drawn to ensure that a certain minimum of "favorable voters" are ensnared in the net - this is ONLY done for the benefit of the Black Progressive POLITICIAN who will remain in office because he has a district that is drawn to ensure this.
We must step back as a conscious people and make note of this PERVERSION of the original reasons for our political activism.
- Did we enter into POLITICAL ACTIVISM to get "Black people elected into high places"?
- OR did we enter into POLITICAL ACTIVISM so that our Permanent Interests could be expressed ON OUR STREETS?
Oh - you say "These two are not MUTUALLY EXCLUSIVE"? (You see what years of debate with you have caused me to be preemptive about your rebuttals?)
I challenge you to go to the places where these Racially Gerrymandered Districts are, look at the "favorable person who remains in place, and then look at the masses of Black people who suffer. These are the roots of the "Black Voter Nullification" that is present in these districts. Come election season - in some poor communities - the signs of the incumbents who should be embarrassed to advertise that they are responsible for these conditions (Ride along "Rev Joseph E Lowery Blvd" in Atlanta during election season) are instead carpet bombing these areas. Their signs are like dogs to a fire hydrant. Except the COMMUNITY is the fire hydrant. These are merely "Black Vote Cultivating Districts".
There is simply no correlation to the notions of "Black Community Development" and their presence in the legislature.
Their ONLY purpose is to ensure that these residents get a portion of the PROGRAM funds that are allocated from the treasury. "Development" and "Disbursement" are two very different things.
To know that as the "Black Flight Progressives" move into more conservatively managed border cities and the politicians will use a powerful Geographic Information System to identify the "Black dots" to draw a new boundary, thus extending the district that they emigrated out of - should be problematic to those who "flew". It shows that the powers that be HAVE NO RESPECT for the preferences that you have shown as you sought ADVANTAGE for you family.
Instead - YOU are merely a "Black dot" in a computer system that was programmed to find a polygon that is comprised of 60%+ black dots for the purposes of retaining the IDEOLOGY which you vacated from.
The same GIS which can plot out a district for YOU as a Black person can also be used to form a "protected space" for wild bears, spotted owl and Buff-breasted Sandpiper.
CHICAGO — As Chicagoans prepare to vote next week for their first new mayor in decades, the city itself looks different from how it did during much of the era of Mayor Richard M. Daley, who is retiring: it has shrunk, and black people in particular have left.
hile Chicago remains the nation’s third-most-populous city — with 2.69 million people — it lost more than 200,000 residents during the last decade, Census Bureau figures released Tuesday show.
That is about a 7 percent decrease, a sharper drop than some leaders had expected and gloomy news for the city’s budget writers (who have to worry about the tax base) and elected officials (who have to worry about who will bear the political brunt of redistricting).
The decline among blacks may be explained in part by migration to the suburbs, the demolition of thousands of high-rise public housing units and a broader population shift to the South.
“Chicago was probably among the pre-eminent destinations of the Great Migration, and this marks the end of an era in some ways,” said William H. Frey, a demographer and senior fellow at the Brookings Institution in Washington.
