"The Positive Effects Of Obama's Policies" and "Information About MSM Unprotected Sex" - Two Messages Which Have Not Gotten Out

AIDS activist Phil Wilson owes me an apology. When I heard him blame focus on "Abstinence Only Education" as a key reason for an increase in HIV infection rates among Black men sleeping with other men I raised my arms in disbelief, stepped too far up upon the treadmill that I was jogging on and nearly fell off before I regained my footing.

It is my opinion that the administrators of "Abstinence Only Education" should all be promoted to the "Debt Panel". Never before has so little money provoked so much change in American history.

Source
Federal funding for abstinence-only programs has increased
from $60 million in FY 1998 to $168 million in FY
2005 [35,36]. Section 510 requires funded states to match
three state dollars for every four federal dollars. Virtually all
the growth in funding since FY 2001 (to $105 million in FY
2005) has come in the SPRANS program.

Background:
  1.  Feb 2005: Bush 2006 Budget Increases AOE To $206 Placing More Students At Risk
  2. Jan 2009: Obama Eliminates Federal Funding For AOE
  3. May 2009: 15 States Reject AOE Funds  (Note: I have a ban on syndicating HuffPo content unless it is relevant to the story at hand)
  4. Mar 2010 House Bill Restores AOE To $250 Over 5 Years

List Of States Rejecting AOE Funds:

Iowa recently became the 17th state to opt out of federal funding for abstinence-only education. In making this decision, Iowa joins a host of other states — including Arizona, California, Colorado, Connecticut, Maine, Massachusetts, Minnesota, Montana, New Jersey, New Mexico, New York, Ohio, Rhode Island, Virginia, Wisconsin, and Wyoming — who have rejected millions of dollars of federal funds in favor of teaching comprehensive sex education in schools.

Pardon me Mr Wilson - I see that the state under discussion - WISCONSIN has rejected these AOE funding.

It comes as no surprise to me that the Progressive "Mission Accomplished States" are the primary ones that are inclined to reject this program.  Your statement is inclined to go unchallenged among your audience who want to believe the stereotype against this "conservative" policy.  With AOE taken off of the table per the FACTS - it is time for us to look closer at the pandemic levels of HIV infections among gay Black males in Milwaukee.

You don't have a "stigma problem".  I know of no means by which BODY FLUIDS can be exchanged between a formerly uninfected individual and another who is infected in which a social "stigma" was the cause of the infection.   It appears sir that there is a "stick-ma" problem - where the desire for tactic stimulation on the tip of a male's penis - BEAR BACK - causes him to insert it into an orifice that provides the sufficient stimulation to his nerve endings.

With you not liking the 41% self-destructive results among this MSM population in Milwaukee it is easy to see why you make this a matter of lack of INFORMATION among the new generation of Black studs.  The bottom line, Mr Wilson - there is no amount of government policy or information pamphlets that can cause two men who are engaged in sexual acts to weigh the risks and prevent the exchange of body fluids, blunting their nerve endings with a condom IF this is not what they want to do.

It is important for you to pin this carnage upon someone else.  If the pills cost $20,000 per month do you really believe that shoveling this burden upon the nationalized health care system is ultimately viable?  What is the COST of this brief stimulation of some nerve endings Mr Wilson?   The more you shift away from this "body fluid exchange" over to a NATIONALIZED INDICTMENT the more you prove that you are merely interested in ideological indictments.

AS FOR ME - a Black male - I have learned that it is folly for me to respond to any racially based "gravitational pull" for me to "care for my brother" - when he - an equal human being - is not similarly asked to operate with such consideration in all that he does with respect to exposure.
