WASHINGTON — America's neighborhoods became more integrated last year than during any time in at least a century as a rising black middle class moved into fast-growing white areas in the South and West.
Still, ethnic segregation in many parts of the U.S. persisted, particularly for Hispanics.
Segregation among blacks and whites fell in roughly three-quarters of the nation's 100 largest metropolitan areas as the two racial groups spread more evenly between inner cities and suburbs, according to recent census data.
The findings are expected to be reinforced with fresh census data being released Tuesday on race, migration and economics. The new information is among the Census Bureau's most detailed releases yet for neighborhoods.
"It's taken a Civil Rights movement and several generations to yield noticeable segregation declines for blacks," said William H. Frey, a demographer at the Brookings Institution who reviewed the census data. "But the still-high levels of black segregation in some areas, coupled with uneven clustering patterns for Hispanics, suggest that the idea of a post-racial America has a way to go."
Few people will receive these statics and apply them to what I have been stating for a long time in my observations of the migration patterns of the "Black Flight Progressives".
The ironic point is that the "civil rights victories" that today allow Black people to depart predominately Black communities and move into more conservative White communities without any blatant housing discrimination and all but the exceptional outright racial hostility in treatment is STILL not enough for those who seek better outcomes in the remaining predominately Black communities to support banning Section 5 of the Voting Rights Act. Replacing it with a strategy that is more conducive toward the development of the key economic and academic underpinnings upon which the community can be revitalized.

Some judges and proponents of racially drawn congressional districts have interpreted Section 5 of the Act as requiring racial gerrymandering in order to ensure minority representation.[28][29] The United States Supreme Court in Miller v. Johnson, 515 U.S. 900 (1995), overturned a 1992 Congressional redistricting plan which had created minority majority districts in Georgia as unconstitutional gerrymander. In Bush v. Vera, the Supreme Court, in a plurality opinion, rejected Texas's contention that Section 5 required racially-gerrymandered districts.
Some people fail to see that the retention of "minority majority" gerrymandering does not assuredly support the advancement of the Black community's interests. They ONLY insures that a more left-leaning Democrat (likely Black - exception Cohen in Memphis) will be elected to represent the district. In as much as people translate those with more commitment to "the STRUGGLE" as defined by being far left and seeking to draw the entrenched American ideology that way - they see this present policy as favorable.
The truth is that the "Black Flight Progressive" phenomenon occurs as middle class Blacks who are frustrated with the policies, politics and outcomes of these same districts and choose to pick up and leave. I do not believe for one minute that they have "turned their back on their people". Those who prefer their IDEOLOGY over the outcomes are the one's showing their backside.
Again, many of the Black Flight Progressives do a search for quality schools per their research on the Internet and for places where properties retain their value. They leverage the present abeyance in racial hostilities and choose to move into a more conservative, predominately White community with increasing frequency. (Metro Atlanta, Philadelphia and Suburban DC validate this observance) .
The functional results of the "minority majority districts" is that no one in the Congressional Black Caucus of the US House lost their jobs in the 2010 election despite the heightened grievances that are present in their home districts. In truth they only need to retain their ideological entrenchment and continue the 'struggle' against their ideological enemies - results be damned. "Black Power" is not proven by the portraits that are hanging on the wall of the legislative dome. Instead it is proven by the key measures of:
- Safe Streets
- Quality Education
- Thriving Local Economies
- Healthy Lifestyle and Relationship Outcomes
This present disposition is fined tuned to FIGHT against two forces:
- White Supremacy
- Republican Conservatism
Evan as we have seen them reach the zenith of political power that the Progressive-Fundamentalist should reasonably expect over the key institutions many fail to see that "Fighting White Supremacy" is not going to produce ORGANIC development within our community. They while they are looking at the assaults from "racist police men" their theories have them departing from their battle stations within the community and thus the "Street Pirates" who are forged by the benign neglect from their absence is allowed to foment. He attacks the community thus expediting the departure of "those who can".
Please don't ask me "Why would you leave your people in this condition and claim you love them?" Ask YOURSELF - "Who's VICTORY were you celebrating after each elections? " and "When aren't you leaning upon the favorable people that you have put into place to deliver what they have promised, least you have to go against your own ideological preferences in pursuit of these interests?"
Resistance To Their Permanent Interests
I speak with a strong reference to metro-Atlanta in what I say. We only need to go around to various plots of land that were the scenes of great hostilities and claims of "racism" when the local housing authorities chose to raze several crime ridden public housing projects in exchange for mixed income housing. Return years later after the conflict subsides and there is a sight of significantly upgraded housing and landscapes - the very same environment that certain activists said the "Least of These" had been denied but needed access to. The dilapidated state of the physical plant of their community added to their mental depression.
- New tax generating areas as driven by tourism and a restaurant district around the Georgia Aquarium that add to the city coffers came over the objections by the activists that a homeless shelter would have to be relocated.
- The public hospital (Grady) is now on sound financial grounds after having to roll over the activists who wished it to remain a government hospital instead of a "NON-profit Corporation".
When do the activists get put on trial? When are "good intentions" on behalf of "the least of these" not enough to justify their wrong calls?
The revitalized communities as triggered by the reinvestment in the property and the reengineering of the mix of people (classes) serves as an anchor for the return of retail establishments and assists in school reform efforts. The improved tax base allows for increased services from the city. (Prior to the major recession).
The truth is that many of the end results that have been "struggled for" are obtained through this transition - the problem is that the activists can't bear to think that THEY ARE A PART OF THE PROBLEM!!!
An activist is a needed voice on a policy making body to bring forth a divergent viewpoint in the name of inclusivity. When the balance of the board is tipped toward activism there is a high probability that chaos will ensue. An activist is better at making indictments than he is at managing toward certain results. This too often requires them to become the "evil conservative" that seeks to hold the line.
The interest in retaining the power of the political establishment has the same nullifying effect. To hear the rhetoric coming out of the recent DC elections that said "Black people don't need bike paths and parks" (these are aimed at the new White residents) is disturbing. The notion that the school system is first a jobs program and that severances which prune ineffective teachers only creates a cyclical spiral. This shows the importance of an external enemy for the sake of unity within.
Those who are purely ideologically driven have shrouded their antics with "chocolate syrup". Even my words said above which accurately analysis the situation will be seen as "anti-Black" by some.
The truth is that THEIR antics are "anti-Black".
They would rather have ideological unity among their band - with continued suffering while projecting external indictments if it allows them to retain their power.
Change which requires them to sublimate their policy and economic preferences for the sake of obtaining the desired outcomes causes them to pull out their "Keep Your Change" bumper stickers.
Those who dare suggest that any lasting change that takes root must be done on the backs of those who will benefit the most from such change are often said to be "blaming the victims".
For the "Black Flight Progressives" who depart these communities, leaving a higher level of concentrated poverty - they must learn to ask the "Least of These" - "What are YOU doing in support of a high standard of living within the Black community?". Instead this is a question that is soaked with indictment that is reserved for those that "Jesus" has looked favorably upon. As long as this "blessed person" does not assume that the "Least of These" can carry the same burden of expectations as themselves - they will remain in good stead - regardless of the fact that they have migrated to live next door to their ideological enemies.
It is the establishment force of consciousness that demands that this fraudulent system remain intact that needs to be sublimated by a set of thoughts that produce more EFFECTIVE outcomes.
