The Black woman is the primary person who is hurt by the antics of the Street Pirates who are allowed to terrorize our community. In as much as all women prosper when there is a certain measure of security and stability for them to operate in - the unmanaged state of certain communities threaten this sanctity.
The primary reason for this condition in which so many Black males who should be the PROTECTORS of the community instead turn into the primary assailants within is because these communities do not have a HUMAN RESOURCE MANAGEMENT system that would have them turn out any differently than what we see in the present proportion.
Indeed not all of the young Black males fall victim to this behavior nor the deadly outcomes. Despite this no parent can defend her or his child from all that might happen in an eco-system that has a heightened level of disarray that is beyond a certain baseline.
Notice the reference made by one young girl that "Snitching in OK in this instance". She knows that in this circumstance LOYALTY to the "Street Rules" means that the murderer of this 17 year old will operate with implicitly - 10 shots fired over an egg yolk that soiled his personal property.
I am made to think of the movie "Mama Flora's Family" with Cicely Tyson in which her husband was murdered in the name of "Farm Justice" for stealing cotton from the overseer during Share Cropping times. I said upon seeing that shooting as I say with this shooting:
NO STOLEN COTTON OR EGG YOLK IS WORTH THE LIFE THAT IS STOLEN IN THE MURDER FOR RETRIBUTION OF THE "DISRESPECT" OF THE PROPERTY
