"Systematic Inferiority" is the inverse of "Systematic Racism". While "systematic racism" points to a history of laws and practices that work to sublimate and discriminate against Blacks "systematic inferiority" turns this on its head. Those who practice "systematic inferiority" are the "establishment" at the present time. They now have control over the seats that the Civil Rights Movement used to protest against. Yet when it comes to looking toward the people who now occupy these seats to come through for the Black community.......................just as was expected with the previous occupants...........those who are conditioned with the belief system of "systematic inferiority" don't hold the present occupants accountable for delivery.
Lets set some baselines for the discussion.
- Education is a state-level responsibility. The provision of educational services are documented in nearly every state constitution.
- When a city receives a charter of incorporation from a given state - they receive the franchise to operate the educational function locally on behalf of the state. They are given the permission to collect local taxes to fund education and other local services they provide to their constituents.
- The public educational funding has historically broken down as:
- Federal 7%
- State 46%
- Local 47%
- Most states at present have a formula by which any local school district that is unable to meet some minimum per student funding level receives additional assistance from the state
When we strip away the connection between these two vital components of our society then we are sure to see a movement that is all about POWER aggregation but which is ultimately detached from any particular mandate to maximize their ECONOMIC PRODUCTION. In essence we will see more powerful political power brokers that allocate proceeds from the treasury while they show an increasing amount of immunity toward adopting policies that favor organic economic productivity within the domain of their control.
Ironically they argue that the local people will one day be made more organically productive but only after their political advocacy successfully nationalizes a sufficient portion of the elements that make up their desired 'standard of living'. If this were the real agenda we would see a greater commitment toward "competency development" upon the people. These new skills will be the backbone of their heightened living standard.
Instead everything points to increased centralized power and a solid voting block of dependent people who believe they can "vote themselves a pay raise".
Ironically cities such as Chicago are today politically dominated by the forces that have long struggled to make them so. A massive bait and switch is happening right before our eyes. Whereas the previous key to academic success for school children going to big city public school systems was to have "favorable people" in power over the school board and municipal seats - now that this has been accomplished these forces of activism are merely expanding their domain outward to the state. The problem is that their adversary that they hoped to lasso via this control over the seats of power ended up MOVING AWAY, escaping form their grasp. (Just to allow you to read between the lines - their adversary are WHITE FOLKS. Especially the "White Conservative" ones that are unwilling to allow the government to pick their pockets in the name of social justice.).
The city of Chicago in particular has a long history of racial conflict related to housing and racially identifiable communities. Ironically many of the neighborhoods shown in the black and white civil rights video footage showing White opposition to integration are today majority Black or Hispanic. The Black leadership who were announcing "too Black, too Strong" chose to "fight Whitey" when they should have been building up the economic and academic fortresses within the communities that they have controlled for the past 30 years.
When the various cities around this nation received their charter from the state it was given with the understanding that this local franchise would provide more value add to the individual citizens than the present arrangement where the state collected their taxes and provided their civic services. Today we threaten to turn this concept on its head as these local governments retain their charter despite being able to adequately fund and competently deliver basic government services such as education.
Anyone that is serious in one day implementing the "mission accomplished" promises that we are sold during every election campaign must project more honest toward this situation. Fundamentally HUMAN RESOURCE MANAGEMENT is an up close and personal affair. Its central goal is to align an individual's repetitive actions in line with their permanent interests. When a set of political activists are allowed to set a group of people's consciousness upon the notion that by conquering the power in some far off legislative domain at the US Capitol in Washington DC - a great amount of mischief is likely made. Those who are best at giving the narrative about how grand it will be when the masses reach "the promised land" are also likely to have the most influence over the aggrieved masses.
The solution for the funding challenges of the Chicago Public Schools is NOT to go scouring around the state for "White school districts" from which to take funding from for distribution to Chicago. Instead these supposed leaders of Chicago need to figure out how to deploy more of the equal human beings within their domain in support of expressing the goal of quality education.
At least this was the plan as they focused upon gaining control over the seats of power they now control.
