Where is the COMMUNITY on this one?
Didn't anyone else on the block see the years that the now deceased husband used to cut the lawn? Now with the grass unkempt why didn't any of the neighbors come forward to help this widow out - at least when the grass got a bit too high?

It seems this widow was given the time to take care of the lawn and that she failed to do that. This is a hard story to digest because it seems Clayton County Code Enforcement engages in a LOT of selective enforcement - which negatively impacts its image to the public. Generally, Code Enforcement gives you a warning first but rarely calls a citizen in to court after a few months of not cutting the lawn. There's probably more to this story than we're reading. I believe a jail visit might be appropriate for long-term chronic cases of home neglect. I'm a strong advocate for building and maintaining communities and if there's a problem in doing it yourself, ask a neighbor for assistance. It should never come down to drastic measures from the county government.
Agreed - but again - Where were the NEIGHBORS who knew that her husband had died?
If I was aware of my real world neighbor's situation I would expect her to resume the maintenance of her house and garden. However when there was an exception such as over grown grass - I would ride my lawnmower across the street and knock her's off while I had the thing out having cut mine.
