Atlanta Officials Seek To Counter Priates By Pruning Trees

I wonder - If a Pirate on the search for a quick hit, sees a kept tree, does he back off because he figures he might get caught?

Why not have Pirates who have been previously caught used to do the pruning and clean up? (Then again this might raise the ire of the Civil Rights Activists as this sounds too much like a Chain Gang and Prison Labor)
