
AJC: New Orleans again nation's murder capital
Despite drop in crime, New Orleans' murder rate continues to lead nation
NEW ORLEANS — A newspaper analysis of fresh FBI statistics finds that New Orleans is once again the nation's murder capital.
The Times-Picayune determined that with 64 killings per 100,000 people in 2008, New Orleans had the highest per capita murder rate in the nation, well ahead of second-place St. Louis, which had 47 murders per 100,000 people.
Baton Rouge, which gained population after Hurricane Katrina in 2005, came in No. 7 with 30 murders per 100,000.
The per capita estimate is based on the FBI putting New Orleans' population at 281,440 as of July 1, 2008. The Greater New Orleans Community Data Center put the city's population for the first half of 2008 at 324,357. But even using the higher estimate, the city recorded 55 murders per 100,000 people.

Don't worry LOCAL ELECTED OFFICIALS......your jobs are SAFE!! You can go back to sleep now and rest comfortably.
You see, Local Elected Officials, you know, as I have learned......despite the fact that upwards of 75% of the victims encapsulated in these statistics in many of these cities ARE BLACK.......this alone is not a "triggering agent" for the Community Activists.
Just as long as you all:
- Make sure that it is NOT YOUR POLICE shooting these people to death.
- Make sure that it is NOT YOUR POLICE tazering these people to death.
- Make sure that they are not dying via the hands of Corporate Environmental Pollution
- Make sure that they are not dying via Unsafe Working Conditions via exploitative Corporations
- Make sure that no organized Klan group full of White folks are killing these people
You need not worry, for you have found the DIRTY LITTLE SECRET OF BLACK AMERICA.
The KILLING OF A BLACK PERSON, though upsetting to the loved one's of the VICTIMS......is NOT the "Triggering Event" to get the Masses Of Black People Mobilized To STOP THESE DEATHS AND CIVIL RIGHTS VIOLATIONS!!!
If there are no EXPLOITABLE SURFACES to take advantage of (Racial Oppression, Economic Marginalization, Guns being Pumped In To Kill Blacks, Out of Control Police Officers)......you are NOT going to hear a word from the usual suspects.
But I am sure you already know this.
A NEW PHASE FOR CIVIL RIGHTS PROTECTIONS
The challenge facing these communities is that the language and lubrication that has built up the present governing order via past mobilizations point to a TIME PASSED. These communities, nearly ALL OF THEM, have some sort of RACIAL AND LABOR struggle in their past which has promoted the governing elite into power off of the backs of the GRIEVANCES that were within these communities.
With these battles won, the time for real governance and growth is at hand. Today these cities (and others who don't appear on this list) are at their wits end. They had so much vested in "the external FIGHT" against the corporate threat, the racial threat, the authoritarian threat of the police that they failed to develop an environment by which the people who were voting for CHANGE would actually BENEFIT once the new order that they had long supported came to power.
"We are the ones that we've been waiting for!!!"
These communities have been so smitten by politicians who had the "fight" milieu. I have stated so frequently that the biggest fear that these communities have is that they will one day BE ALL BY THEMSELVES, their enemy departed, and thus they would no longer be able to remain unified under the auspices of THE FIGHT.
POLICIES UNDERLIE THESE DEATHS
The news of heightened homicides within these communities will naturally lead to the usual suspects to focus upon "economic marginalization" and "gun laws". The theory goes - since these are society's discards - society gave them no other choice but to enter into a dark trade by which death is the inevitable result of these business transactions.
In taking this track "the macro system" of this country WILL BE PUT ON TRIAL. Despite the fact that when the elements of the macro-capitalistic system were hated when THEY WERE IN TOWN and now they are blamed after they left.....few will call for a "mistrial" in the case against "capitalism" and instead file a lawsuit against the prevailing set of policies and assumptions that are common in these cities.
- If these potential workers have VALUE, greater than what the sub-par minimum wage laws represent - how much is the present misery that is created from the departure of the "Consumers of Labor"? They STILL have to meet their bottom line despite these artificial wage rate floors that are imposed upon them by society through GOVERNMENT. Having passed these laws, the voter, in his role as a CONSUMER is not guaranteed to agree to pay these higher costs to support heightened salaries that represent "the SOCIETY'S valuation of these people"
- What of the "Justice Thurgood Marshall Justice" that rings through these communities? We all know that the police force and the justice system has destroyed many lives of innocent victims that come into contact with them. As such, however, the activists have lobbied for REFORMS of the police and the justice system. Where is the REFORM of those who commit criminal actions against innocent people that live within these communities?
The ORGANIZATION and/or the person operating as an agent of the entity can be held accountable per his agency. The Police have "rules of engagement" and new policies adopted if certain problems are discovered.
A corporation will face financial sanction and/or lose their license to operate if they are found to violate the regulations. Regulations are also subject to change by the legislative process and the organization is expected to do in-house training for all of their agents.
THE LACK OF AGENCY AMONG THOSE WHO KILL BEFORE THEY BECOME KILLERS
What entity are (most of ) the victims and their killers represented in these shameful statistics agents of?
I image that the M.O. for these killings were Domestic Disputes, Drug Trade Related Enforcements, and Robberies.
What force were these individuals who killed bound to?
Upon hearing of this most unfortunate outcome - WHO, besides the individual killer will be held accountable?
Will this entity receive more regulation?
Will they do more "in-house" training so that their other agents won't kill?
Of course, absent the formal employment of these people there is no legal liability assigned to a community organization that may step forward and execute this function on their behalf.
The only option is for those interested parties who see these statistics as unacceptable to commit to building a sense of dignity and ownership within these same communities.
No doubt people will support PREEMPTIVE investments into these future (potential) perpetrators so their changes of doing so will be reduced. My challenge is for these same communities to not see themselves as confined by the want for EXTERNAL financial resources. Even if the government fails to deliver upon certain funds - your obligation to and the benefit that your community will receive from such guidance on the front end is not outsourced to the government.
In fact a stronger community fabric is built when THE COMMUNITY sees the terminal threat from their ungoverned/unmanaged state and begins to develop initiatives by which they can come together and address them. Such organic initiatives are more likely to endure the shifting budget priorities from the outside legislative body. Who better to express the WORTH of their own people than the people themselves?
ON THE BACK END
Change must also come on the back end in dealing with those who have already slipped into the dark side. It is clear, for example, that Black people doggedly seek to purge any "Confederate" symbol from our midst due to its use in support of our abuse. Why then do we allow elements of the "drug/thug" culture to exist so freely? Is it any less of a threat?
The mode which says "PROVE to me that __________________ causes crime", the blank being something provocative and close to the end must change. Now the purveyors should be tasked to PROVE TO US THAT WHAT YOU SEEK TO INJECT IS IN LINE WITH OUR NEW MISSION FOR DEVELOPMENT!
To the critics who say that this is totalitarian and that it tramples on the LIBERTIES of those within.....tell me that MURDER is not a greater violation of these liberties.
