Economic crunch continues to hit minority workers hardest
If we start with the foundational argument of how cities were originally chartered because the city fathers saw that the then unincorporated lands had the Human/Economic/Industrial/Social/Governance resources to run their own affairs better than continuing to outsource these to the county or state government then the dimensions of the strategic mistake that has been made come to light.
Ironically, whereas the original founding of these cities was a request to allow taxes that were being paid to the county or state to be sequestered locally for the provision of these services locally - today's political strategy for the progressive is to dismantle this localism (local taxes and local responsibility to deliver services) and instead shift toward nationalization. The new strategy is to shift an increasing amount of burden for services on to the federal government and to have federal funds streaming back to the cities who will act as aggregation and then distribution points.
Fundamentally - a city that is insolvent as its founding arrangement has been eroded will be empowered to carry on, the economic and policy choices having been abstracted from the consequences faced by such choices.
Hilary Shelton of the NAACP talks about the challenges facing Black owned small businesses. Nothing is mentioned about the all out assault upon them from those who violently rob those that serve in the retail (business to consumer) space.
He talks about educational opportunity and he need for quality schools but fails to mention that today's urban schools are being administrated by the very regimes that his organization worked so hard to get into power. New leadership, same results. No punitive action for failing the Black community. Instead they redirect toward the state and federal government for more resources. Resources will only ever solve RESOURCE PROBLEMS. Most of these schools have discipline problems that confiscate instructional time from the students.
The story points out that the job creation that was in the industrial North moved South to "Right To Work" states and then on to Mexico and beyond. What is missing in this tale is an analysis of the strategic choices that were made.
STRATEGIC CONSEQUENCES
It is no surprise that the African-American community has been the "labor class" for the bulk of our existence. The political advocacy that has brought forth the present Black and Democratic leadership over the areas where we live now are directly related to the organized labor based movement and civil rights movement that sought change within the governing and economic order that was present in the areas that they had concentrated voting power along with other working class people.
I have to assume based on the trajectory of events that the grand plan was to control the politics in the districts and the corporations and monied classes within. The political control of regulation and taxation would bring forth the economic and academic benefits that were sought.
The author of the story and the NAACP tells a tale of "flight of capital and jobs" from the grasp of Black people. Being that they are telling their own history there is not a bit of INTROSPECTION contained within their analysis of this past.
Where in the story is there a review of the consequences of Progressivism beyond the point of balance? To be clear I fully support the labor movement at the time when it was a force to bring collective bargaining against a corporate power that rolled over the individual and used the threat of firing to achieve silence and submission. The problem that I have is that some people are unable to accept the fact that this same force for the worker also had gone too far and affected the competetive ability of the "consumer of labor" to compete. This was especially the case when improved global shipping capabilities and communications opened up the world to global commerce. Some of the labor gains that were gained when they had a "labor monopoly" in the United States should have been yielded with respect to the new realities. Unfortunately they went from feast to famine via their intrangesence.
Truly the Democratic Establishment, Progressive Establishment, Civil Rights Estblishment, and Black Establishment "WON" in these places but they also "LOST".
Facing the need to deliver quality government services to the people but having lost the industrial engine that once fueled the cities that they now dominate - NEVER HAVING TO SAY "I'M SORRY" or risk the threat of departure of their loyal base of supporters......they have now shifted their strategy toward CAPITAL HILL!!
The best way to stop "{fill in the blank} flight" is to gain control of the boundary that they have exited the old boundary and moved to.
The key failure in this strategy is that one day you'll run out of territory to exand and thus will have to learn how to manage the areas that you control.
“Take Back The Black Community Consciousness". It has been hijacked by embedded operatives who don't intend to develop the COMPETENCIES within. We once controlled this consciousness, focusing our activism directly upon our permanent interests. Today the "Malcolm X Political Football Game" has us as starters and some believe that this playing time translates into absolute progress for our people. My goal is to hold our permanent interests in their faces, forcing them to explain their actions.
