What Exactly Are The "Racist Republican Governors" Objecting To?

This New York Times article seems to provide a fair assessment of the issues at hand among the "Racist Republican Governors":

Do you notice that an "Unfunded Mandate" only applies when it is a Republican President handing out money and seeing who will bite?

We are seeing "FDR all over again".  In my research I learned that for the first time in American history the Federal government intentionally bypassed the state (and thus federalist) constructs with regards to the distribution of federal money.  The FDR administration began handing money directly to the cities as a means of bypassing any state level opposition to the agenda at hand.

Governor Jindal is correct.  And so is Howard Dean:  When you give people a benefit - it is impossible to TAKE IT AWAY from them without you losing your elective position.

(or, like we see in various Union dominated industries - unless the system that is handing the goods out COLLAPSES and thus they have no other choice.  This is where this nation is heading.)
